Sir Frederick Treves, though disclaiming any technical knowledge on the subject of the analyses of alcohols, seemed to me to be entirely satisfied with the results obtained by the local Analysts, and as it is very desirable to leave no possible room for doubt in the matter I am forwarding to the Crown Agents bottles of the cheap whisky made in Germany commonly sold in licensed premises here and I would suggest that they be submitted to analysis by the highest authority in England on analysis of alcohols with a view to obtaining an authoritative opinion on the quality of these liquors.

Should it be found to be bad perhaps the Analyst could suggest in what particulars the local laws should be amended so as to better protect the public from deleterious drink, and would draw up instructions for analysing alcohols in future. copies of Ordinances Nos. 18 of 1896 and 24 of 1898 are attached.

Sir Frederick Treves informed me in the course of conversation on this subject that various Companies or Trusts which acquire public houses and manage them on the Gothenburg or some similar principle, under which the paid manager of the house receives a commission on sales of food and non-intoxicating beverages but none on the sale of intoxicating liquors, were meeting with much success in England. If this is so I should be glad to receive the detailed reports of some of these bodies shewing the methods
